Single Market Programme (SMP) (2021-2027)


The Single Market Programme (SMP) covers the single market, competitiveness of enterprises, including small and medium-sized enterprises, the area of plants, animals, food and feed, and European statistics. Specifically, the programme brings together aspects in order to streamline, exploit synergies and provide a better flexible, transparent, simplified and agile framework to finance activities aiming at a well-functioning sustainable internal market.

Programme Description

This Programme comprises the following priorities:

  • The Internal Market: The SMP aims to ensure that citizens and businesses enjoy the benefits of the internal market and through a range of tools ensure they are aware and can exercise rights and take advantage of opportunities in full. Through the Internal Market strand, the SMP will implement and enforce rules and develop them further in areas including company and contract law, anti-money laundering and the free movement of capital. The SMP will ensure financial services meet the needs of consumers, civil society and end-users and enhance tools and expertise of the Commission to enforce effectively competition rules in the digital economy.


  • Effective standards: The SMP will provide financial support to organisations that develop European wide standards to ensure that products and services meet an agreed level of quality and safety.


  • Competitiveness (particularly of SMEs): The SMP through the specific priority will provide various forms of support to businesses in particular SMEs in order to foster a favourable business environment and entrepreneurial culture, facilitate access to markets, reduce administrative burden, support uptake of innovation and address global and societal challenges.


  • Protect consumers: The SMP helps make sure products on the market are safe and consumers know the rules, and helps national authorities to work efficiently together and communicate swiftly.


  • Food Safety: The SMP will prevent, control and eradicate animal diseases and plant pests, support sustainable food production and consumption, and the improvement of animal welfare, and improve the effectiveness, efficiency and reliability of official controls.


  • European statistics: The SMP will provide funding to national statistics institutes for the production and dissemination of high-quality statistics to monitor the economic, social, environmental and territorial situation, thereby providing for evidence-based decision making in the EU and measuring the impact of EU initiatives.

    The present call seeks to provide support, capacity building and networking for local industrial partnerships, with the ambition to pilot 100 lighthouse renovation districts under the Affordable Housing Initiative. In order to achieve this, the call will set up one European Affordable Housing Consortium (hereafter ”the consortium”) which will facilitate the collaboration, networking, knowledge transfer and exchanges of best practices.


  • Grants for actions for promoting stable debt advice services

    The aim of this call for proposals is to facilitate the consumers’ access to debt-advice services in a stable base in a number of Member States where the availability and the quality of debt-advice services is currently insufficient, inadequate or completely lacking.

  • Call for proposals for action grants to provide financial contributions to organisations representing consumer interests in Members States or offering assistance to consumers in Member States in the form of Alternative Dispute Resolution

    Calls for proposals for action grants in 2021 and 2022 will aim at providing financial contributions to organisations representing consumer interests in Members States or offering assistance to consumers in Member States, including in the form of Alternative Dispute Resolution (ADR). The applicants shall be supporting the enforcement of EU consumer law or facilitating the access of consumers to alternative dispute resolution (ADR) schemes compliant with Directive 2013/11/EU.

  • Call for proposals for action grants and action grants of exceptional utility for co-operation between national authorities responsible for the enforcement of consumer protection law

    This Call aims at supporting the activities of national authorities and other relevant bodies notified under the Consumer Protection Cooperation (CPC) Regulation (Regulation (EU) 2017/2394) to tackle breaches of the law.

  • Enterprise Europe Network

    This call is under the Competitiveness of Enterprises and SMEs part of the Single Market Programme. The scope of the call is to set up and ensure the upgraded functioning of Enterprise Europe Network.  The purpose of the Network is to help European SMEs innovate, grow and scale in the Single Market and beyond. In other words, the Network should provide continued support to increase SMEs’ sustainable growth, digitalisation and resilience in the areas of:

    • Participation in the Single Market
    • Internationalisation
    • Innovation

    Specifically, the Network should aim to achieve high impact for its client businesses, for the regions in which it operates and for Europe, to create connections to lead markets, lead customers, finance and innovation partners and to be acknowledged as the global business support network of excellence.
