Programme Description

The Single Market Programme (SMP) covers the single market, competitiveness of enterprises, including small and medium-sized enterprises, the area of plants, animals, food and feed, and European statistics. Specifically, the programme brings together aspects in order to streamline, exploit synergies and provide a better flexible, transparent, simplified and agile framework to finance activities aiming at a well-functioning sustainable internal market.

Public procurement of Innovation development

Summary

The present call for proposals aims at:

  • Pulling up the internal market through innovations stimulating so the transition toward a more competitive, digital, greener and social economy.
  • Strengthening the competitiveness and sustainability of the Union’s enterprises, particularly SMEs.

Detailed Call Description

The present call for proposals is targeting the following objectives:

  • Exploiting the public procurement as a tool to foster innovation in areas of strong public interest.
  • Creating a general positive societal value by the innovation procured/developed, in particular in the area of digital transformation, public health and green transformation.
  • Contributing to capacity building and knowledge transfer on public procurement of innovation – increasing the number of procurers involved in the collaborative action as actors, followers or observers and developing tools and knowledge for replication of the developed procurement of innovation.

This Call for Proposals aims to fund proposals for collaborative procurement of innovation that contribute to the above-mentioned general and specific objectives. The proposals must:

  • Create a clear vision on an issue that needs innovation: working on innovative solutions while keeping both feet on the ground.
  • EU-Impact and SMEs: positively contributing to the ecosystems of innovation and ecosystems of SMEs in the EU.
  • Develop critical mass on the buying side
  • Realisation and Implementation
  • Capacity building, scalability, replicability and knowledge dissemination of the procurement of innovation

Eligibility For Participation Notes

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies) be established in one of the eligible countries, i.e.:
  • EU Member State (including overseas countries and territories (OCTs)
    • listed EEA countries and countries associated to the Competitiveness and  SMEs part of the Single Market Programme (associated countries) or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature
