The general objective of the Union Civil Protection Mechanism (‘Mechanism’ or ‘UCPM’) is to strengthen the cooperation between the Union and the Member States and to facilitate coordination in the field of civil protection in order to improve the effectiveness of systems for preventing, preparing for and responding to natural and man-made disasters.
The Mechanism supports the efforts of the Member States and the Participating Countries for the protection of people, primarily, but also the environment and property, including cultural heritage, from all kinds of natural and man-made disasters, including the consequences of acts of terrorism, technological, radiological or environmental disasters, marine pollution and health emergencies, occurring inside or outside the Union.
The specific objectives of the program include the achievement of a high level of protection against disasters by preventing or reducing their potential effects, by fostering a culture of prevention as well as by improving cooperation between the civil protection and other relevant services. Furthermore, the program promotes the enhancement of preparing the Member State and Union to respond to disasters and additionally, to facilitate rapid and efficient response in the event of disasters or imminent disasters. Last but not least, the increase of public awareness and preparedness for disasters are of great importance.

The 2021 Call for Proposals on Knowledge Network Partnerships aims to directly contribute to the consolidation and operationalisation of the Union Civil Protection Knowledge Network through financing of projects that will directly support the development of key elements of the Knowledge Network’s governance structure.
