Programme Description

The Fund will contribute to reach a high level of security in the EU, in particular by preventing and combating terrorism, radicalisation, serious and organised crime and cybercrime, by assisting and protecting victims of crime, and by preparing for, protecting against and effectively managing security-related incidents, risks and crises.

Summary

To enhance the protection of places of worship of all faiths.

Detailed Call Description

  • Improving cooperation between public authorities and faith-based leaders and congregations, including establishing clear communication channels and providing information about, and a better understanding of, security threats (including terrorist threats and hate crimes);
  • Designing and implementing security awareness raising campaigns specifically targeting places of worship, preferably on an EU-wide basis, to make citizens more aware of threats, encourage them to report suspicious behaviour and promote an appropriate response to threats (e.g. RUN-HIDE-TELL or similar models);
  • Sharing of knowledge, tools and good practices on protective measures across different Member States: either among organisations of the same faith, or preferably between and involving different faiths;
  • Development and implementation of security concepts, measures, programs and communication plans;
  •  Development and implementation of trainings and workshops.

In this context, places of worship include all buildings and places where people of religious organisations congregate, including religious schools.

Eligibility For Participation Notes

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies)
  • be established in one of the eligible countries, i.e.:
    • EU Member States (including overseas countries and territories (OCTs), excluding Denmark

Proposals must be submitted by:

  • minimum 2 applicants (beneficiaries; not affiliated entities) from 2 different eligible countries
  • the following entities can NOT apply as coordinator:
    • international organisations
