The third Policy Axis aims to improve the competitiveness and resilience of the Cypriot economy. In addition to the other axes, it includes measures that contribute to the promotion of a new model of development and international competitiveness of the Cypriot economy, based on the results of the relevant study of the Cyprus Economy and Competitiveness Council.
Includes investments and reforms to expand the productive base by strengthening the primary and secondary sectors of the economy, improving competitiveness and the business environment, mainly by supporting small and medium-sized enterprises (SMEs), diversifying and strengthening the tourism product, modernizing public administration and local authorities, reform and improve the efficiency of the judiciary, fight corruption and enhance transparency, enhance research and innovation, and the resilience of the financial sector and the financial situation.
The “Classified Laboratories – Dual Use Technologies” Program aims to create new or upgrade existing classified laboratories, which can be utilized in the implementation of research and development activities of dual use technologies.
The “Certified Laboratories – Dual Use Technologies” Program provides an opportunity for Research Organizations, including academic institutions and research centers of excellence, as well as Businesses and Other Private Sector Entities to obtain Facility Security Clearance for specific facilities in order to develop the ability to participate competitively in consortia of European funded programs related to dual-use technologies (eg European Defense Fund, Horizon Europe). The upgrading of the physical security of the storage areas (laboratories) of classified information will be done according to the standards of the National Security Authority (NSA)1 so that the agencies can manage in their facilities classified information and material both at the National and European level.
The physical security measures required to secure the Entity Security Clearance are intended to prevent unauthorized access to classified information in the following ways:
BENEFICIARIES:
A Project Contractor can be a Research Organization (A.1, A.2), Businesses (B.1, B.2, B.3) and Other Private Sector Bodies (C.1).
Each Entity belonging to the beneficiary categories Business (B1, B.2 and B.3) and any Other Private Sector Entity (C.1) can receive funding as a Contracting Entity (CP) in only one Project.
There is no limit to the number of Projects that the Entities belonging to the Research Organizations beneficiary category (A.1, A.2) can receive since each Project concerns a different area, which will receive a separate Facility Security Clearance .
The participation of Collaborating Organizations and Research Organizations from abroad is not allowed.
