Programme Description

The Agriculture Development Programme 2014-2020 is the main agricultural policy instrument for the development of primary production and the Cypriot countryside. It consists of a series of measures that aim at the strengthening of the competitiveness of agriculture, the ensured sustainable management of natural resources and the achievement of a balanced territorial development, including job creation.

INTERVENTION 2 – Investment in tangible and intangible assets – in processing facilities and winery infrastructure – in marketing structures and tools

Summary

The Intervention is 100% financed by the European Agricultural Guarantee Fund (EAGF) and is included in the Strategic Plan for the Common Agricultural Policy 2023-2027.

Beneficiaries of the intervention are existing and newly established wine enterprises producing or marketing grapevine products, wine producers’ organizations, associations of two or more producers or interbranch organizations. The application period has started on 7th of November 2023 and applications can be submitted through the Ministry Electronic System for Grant Schemes until 29st of February 2024. Applications and related supporting documents should be submitted only online at https://fundingapps.mcit.gov.cy.

Detailed Call Description

The Intervention covers wine enterprises producing or marketing grapevine products referred to in Part II of Annex VII of the Regulation (EU) 1308/2013.

The minimum amount of the proposed investment (eligible costs) per call of the Intervention is set at €10.000 for Beneficiaries A, €20.000 for Beneficiaries B and €50.000 for Beneficiaries C, as they are described in section 9 below.

Eligible expenditure includes:

  1. Construction, acquisition, or improvement of immovable property.
  2. Purchase of new machinery and equipment, furniture (including outdoor furniture), equipment mechanical and hardware computer equipment acquisition and development of computer software and commercial vehicles
  3. Purchase of wooden barrels, grape crushing crates / solar dryers.
  4. General expenses -– Architects’ and engineers’ fees, consultation fees and feasibility studies linked to tangible assets referred to in points 1-3 and shall not exceed 12% of their total value.

Call Total Budget

Total budget for the Call is estimated at €3.014.000.

Financing percentage by EU or other bodies / Level of Subsidy or Loan

The grant is estimated as 40% on the eligible expenditure for Beneficiaries A, 20% on the eligible expenditure for Beneficiaries B and 15% on the eligible expenditure for Beneficiaries C.

The maximum grant amount is €200.000 for all categories of Beneficiaries.

Eligibility For Participation Notes

Beneficiaries of the intervention are wine enterprises engaged in producing or marketing of grapevine products listed in Part II of Annex VII of Regulation (EU) 1308/2013 and are included in the following categories, depending on the size of the beneficiary:

  • Beneficiary Category “A”: Micro, Small and Medium-Sized enterprises belonging to the category of SMEs as defined in Commission of the European Communities Recommendation 2003/361/EC of 6 May 2003.
  • Beneficiary Category “B”: Enterprises which are not covered by Article 2(1) of this Regulation, which have fewer than 750 employees or with an annual turnover of less than EUR 200 million.
  • Beneficiary Category “C”: Enterprises employing more than 750 employees or with an annual turnover of more than EUR 200 million.

In accordance with Article 59(2)(b) of Regulation (EU) 2021/2115, no aid may be granted to firms in difficulty within the meaning of the Guidelines on State aid for rescuing and restructuring non-financial undertakings in difficulty (2014/C 249/01).
