COST aims to enable breakthrough scientific developments leading to new concepts and products. It thereby contributes to strengthening Europe’s research and innovation capacities.
Programme Description
COST is the longest-running European framework supporting trans-national cooperation among researchers, engineers and scholars across Europe.
COST anticipates and complements the activities of the EU Framework Programmes, constituting a “bridge” towards the scientific communities of COST Inclusiveness Target Countries. It also increases the mobility of researchers across Europe and fosters the establishment of scientific excellence. In order to achieve its mission, COST endeavours to:
- build capacity by connecting high-quality scientific communities in Europe and worldwide
- provide networking opportunities for Early Career Investigators (ECI)
- increase research impact on policy makers, regulatory bodies and national decision makers as well as on the private sector.
COST Actions are a flexible, fast, effective and efficient networking instrument for researchers, engineers and scholars to cooperate and coordinate nationally funded research activities. COST Actions allow European researchers to jointly develop their own ideas in any science and technology field.

The European Co-operation in the Field of Scientific and Technical Research (COST) Programme has issued its next collection date for its open call for new COST Action 2026 proposals.
COST is a pan-European intergovernmental framework dedicated to supporting European-based Science and Technology (S&T) networking activities, enabling collaboration between researchers, innovators, and other relevant stakeholders. COST participants can jointly develop ideas and new initiatives across all scientific disciplines through trans-European coordination of nationally or otherwise funded research activities.
COST Actions are Pan-European, Bottom-up, Open throughout their lifetime to new members and are adaptable in terms of internal organisation and strategy; well-suited to promote Multi-, Inter- and Transdisciplinary collaborations, Output and Impact-Oriented.
