The LIFE Programme is the EU’s funding instrument for the environment and climate action. The general objective of LIFE is to contribute to the implementation, updating and development of EU environmental and climate policy and legislation by co-financing projects with European added value. After 22 years, €3.4 billion and 4.170 projects, the LIFE Programme continues to finance actions for the environment and climate action.
A SNAP will not have to cover all actions foreseen in the strategy/plan or ensure that the strategy/plan will be fully implemented during the lifetime of the SNAP. However, the SNAP shall include strategic actions to catalyse a process and mobilise supplementary commitments and funding that will lead, in due time, to the full implementation of the plan or strategy.

SNAPs should target the implementation of Prioritised Action Frameworks (PAFs) and/or other eligible nature and biodiversity plans or strategies. A single SNAP may cover both a PAF and another plan or strategy, but a full proposal cannot be submitted unless the targeted plan has been approved or adopted at the appropriate level. At concept note stage, the plan or strategy should be submitted at least in draft form if the final version is not yet available.
The geographical scope of a SNAP depends on the scope of the targeted plan, which may cover a whole country or a specific region. In some cases, a SNAP may also cover territories under more than one plan, including plans from neighbouring countries, where this is justified.
Applicants must clearly demonstrate how the project will contribute to the implementation of the targeted plan. The SNAP should include both concrete actions directly supporting the implementation of conservation measures and achievement of targets, and horizontal actions that facilitate the full implementation of the plan. It should also help mobilise and use complementary funding sources for actions that go beyond the scope or timeframe of the SNAP.
Proposals must also include actions to mainstream nature conservation objectives into other relevant policy areas and financing instruments. They should describe the expected level of implementation of the targeted plan, the area and sites covered, the relevance of these sites for species and habitat types, the expected improvement in the conservation status of species and habitats, especially priority or unfavourable-status ones, and the strengthening of long-term monitoring and assessment capacity for species and habitats of EU importance.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
Beneficiaries and affiliated entities must register in the Participant Register — before submitting the proposal — and will have to be validated by the Central Validation Service (REA Validation). For the validation, they will be requested to upload documents showing legal status and origin.
Other entities may participate in other consortium roles, such as associated partners, subcontractors, third parties giving in-kind contributions, etc (see section 13 of call document).
