THALIA: Foundations of Change, Prosperity, Equality and Development

Programme “THALIA 2021-2027” constitutes a multi-annual, multi-fund development Programme that was drawn up in accordance to the Article 22 of the Regulation (EU) 2021/1060 (Common Provisions Regulation – CPR), outlining the development strategy for the utilisation of the resources allocated to Cyprus through the Cohesion Policy Funds, for the period 2021-2027.

The total budget of the Programme amounts to €1.81 billion, of which €968 million comes from the EU Cohesion Policy Funds, while the remaining €842 million is the national contribution.

Call

“Saving – Upgrading Houses” Programme

Summary

The call/programme aims at the extensive energy upgrade of existing houses. This is intended to be achieved through the use of incentives in the form of grants. The call / programme covers exclusively investments related to the purchase and installation of new equipment / materials.

Detailed Call Description

The amount that will be allocated for the needs of the programme during the first call for proposals amounts to € 30 million and will be co-financed by the European Regional Development Fund of the European Commission and the Republic of Cyprus under the Cohesion Policy Fund.

Natural persons residing permanently in the areas under the control of the Republic of Cyprus are eligible to apply. Exceptions are the cases of energy upgrades of apartment buildings, for which a single application must be submitted by the Management Committee of the apartment building, which will act on behalf of all the owners, who must be natural persons.

Eligibility requirements

The residences for which the application is submitted, must meet the following eligibility conditions:

  • Have an electricity supply account from the EAC with household pricing and this account belongs to a natural person.
  • The application for planning permission must have been submitted before December 21, 2007.
  • To be located in areas under the control of the Republic of Cyprus. Houses located in areas of the British Bases are not covered by this Programme.
  • The energy efficiency category of the house should be C or lower.
  • Not to have received a grant in the context of any invitation of the “Save – Upgrade to Housing” Programme of FP 2014-2020 or from the Fund for Renewable Energy Sources and Energy Saving for the same eligible costs/expenses.
  • Under this call, only one application can be approved for each residence. There is no limit to the number of applications that can be submitted by each individual, provided that these will concern different residences.

Eligible actions / costs

Eligible actions/costs covered by the this programme include consulting services, thermal insulation of the house shell, replacement of windows, installation of shading systems as well as the installation and / or replacement of technical systems (such as solar, photovoltaic, air conditioners, storage batteries, automations etc).

Call Total Budget

€At least €70million during the Programming Period 2021-2027. For 2021 (first call) € 30 million will be allocated.

Financing percentage by EU or other bodies / Level of Subsidy or Loan

The funding rate is 60% of the total eligible budget.

The percentage of vulnerable consumers increases to 80%.
