Programme Description

Pericles IV Programme (follow-up to the Pericles 2020 programme) funds staff exchanges, seminars, trainings and studies for law enforcement and judicial authorities, banks and others involved in combating euro-counterfeiting. Actions can take place in the euro area, in EU countries outside the euro area and in third countries.

Summary

The objective of the Pericles IV Programme is to prevent and combat counterfeiting and related fraud, preserve the integrity of the euro banknotes and coins, thus strengthening the trust of citizens and business in the genuineness of these banknotes and coins and therefore enhancing the trust in the Union’s economy, while securing the sustainability of public finances. As successor to the Pericles 2020 Programme, the Pericles IV Programme aims to continue the exchange, assistance and training programme for the protection of the euro against counterfeiting from 1 January 2021 to 31 December 2027. Under the Programme, one call will be published each year, with two submission dates.

The present call aims to support and supplement the measures undertaken by the Member States and to assist the competent national and authorities in their efforts to develop among themselves and with the European Commission a close and regular cooperation and an exchange of best practices, where appropriate including third countries and international organisations.

Detailed Call Description

The call implements the priorities of the Pericles IV Programme for 2024, i.e.:

  1. Supporting activities aimed at improving cooperation among those Member States which are particularly affected by the production and distribution of counterfeits.
  2. Fostering cooperation with authorities of third countries where there is suspicion, or evidence of, counterfeit euro production.
  3. Maintaining an efficient framework for the protection of the euro in South Eastern Europe.
  4. Topical developments:
    • Distribution of counterfeits and high quality components on the internet/darknet.
    • Increase cooperation with customs and judiciary with a specific focus on countering ‘movie money’ and ‘prop copy’ products (including altered design notes).
    • Euro coins: Fight against high quality classes of counterfeits, implementation of Regulation (EU) No 1210/2010 and handling of euro coins unfit for circulation.

You can apply for a higher project funding rate (90%) if your project is a ‘priority action’, i.e. concerns:

  • conferences, seminars and workshops taking place in one of the following nonEU countries: China, Colombia, Peru, Kosovo UNSCR 12448 and Türkiye (see also Pericles IV 2024 Strategy, priority action b and c).
  • actions specifically devoted to increase cooperation with customs and/or judiciary with a specific focus on countering ‘movie money’ and ‘prop copy’ products (including altered design notes) (see also Pericles IV 2024 Strategy, priority action d.II).
  • actions introduced by competent national authorities that were not among the beneficiaries of Pericles funding in the calendar years 2021, 2022 and 2023.

Eligibility For Participation Notes

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be competent national authorities in the area of the protection of the euro against counterfeiting as defined in Article 2(b) of Regulation 1338/2001
  • be from a Euro area or non-Euro area Member State.

Only applications by single applicants are allowed (single beneficiaries; affiliated entities and other participants are allowed, if needed).
