Programme Description

Digital Europe Programme is the first EU programme that aims to accelerate the recovery and drive the digital transformation of Europe.

Worth €7.6 billion (in current prices), the Programme is a part of the next long-term EU budget, (the Multiannual Financial Framework), and it covers 2021 to 2027. It will provide funding for projects in five crucial areas: supercomputing, artificial intelligence, cybersecurity, advanced digital skills, and ensuring the wide use of digital technologies across the economy and society.

The Programme is fine-tuned to fill the gap between the research of digital technologies and their deployment, and to bring the results of research to the market – for the benefit of Europe’s citizens and businesses, and in particular SMEs. Investments under the Digital Europe programme supports the Union’s twin objectives of a green transition and digital transformation and strengthens the Union’s resilience and strategic autonomy.

Preparatory actions for the AI-on-demand platform

Summary

The objective of this support action is to prepare the development of the AI-on-demand platform described above, in order to optimise its design and maximise its impact.

Detailed Call Description

The project will define the requirements and mechanisms for the AI-on-demand platform in order to:

  • support the implementation of the Adopt AI programme which supports the procurement of AI systems for public administrations
  • serve the needs of both public administrations as well as the user industry, in particular SMEs, addressing the major industrial sectors in Europe, with high potential for large scale deployment
  • best support the wide uptake of trustworthy AI “made in Europe”, in line with AI regulatory framework on AI for the benefit of the European economy, society and also addressing environmental challenges
  • Interconnect with the cloud for computing requirements and with the data spaces
  • Interconnect with the Testing and Experimentation Facilities, and the Digital Innovation Hubs

The funded activities will:

  • Collect and consolidate the requirements and needs, mobilising a wide community of relevant stakeholders such as representatives of public administrations, businesses (in particular SMEs and start-ups) and technical experts, in key sectors, including through the European Digital Innovation Hubs.
  • Provide a mapping of existing AI tools. AI solutions already procured by public administrations in Member States, and identify gaps and future needs.
  • Define mechanisms to guarantee that the resources that would be made available and deployed on the AI platform. This should take into account requirements stemming from the (future) AI regulatory framework, including the voluntary self-regulatory schemes.
  • Define mechanisms to engage with the Digital Innovation Hubs (DIHs), to connect to stakeholders, provide them with the AI resources, and implement a train-the-trainer programme about the use of AI for digital transformation.

Targeted stakeholders: RTOs, industry and other public and private organisations, including where relevant IT consulting companies with relevant expertise and experience to define the requirements and mechanisms for the AI-on-demand platform

Eligibility For Participation Notes

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies)
  • be established in one of the eligible countries, i.e.:
    • EU Member States (including overseas countries and territories (OCTs)
    • non-EU countries:
      • listed EEA countries and countries associated to the Digital Europen Programme (associated countries) or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature.
