Summary
This call topic encourages the driving role of innovative SMEs and Research Organisations (RO) in bringing forward innovation defence research, possibly by adapting technologies from civil applications or addressing hybrid warfare.
This call topic contributes to the STEP objectives, as set out in the STEP Regulation5, in any of the target investment areas.
Detailed Call Description
The proposals must address innovative technologies and solutions for defence, including those that can improve readiness, deployability, reliability, safety and sustainability of forces in defence tasks and missions, for example in terms of operations, equipment, infrastructure, energy solutions, surveillance systems or digital solutions.
Proposals must address disruptive knowledge, products and technologies in any area of defence interest6 reaching at least TRL 4.
In addition, to best complement R&D efforts already targeting civil applications and to encourage the efficient spinning-in of knowledge, innovation and technological development to the defence sector, this topic also welcomes proposals for add-on research actions to adapt solutions originally developed for civilian applications and previously not applied in defence.
If you opt for implementing FSTP, the proposal must describe how FSTP is planned to be used in the project and how entities with relevant expertise are expected to contribute to its implementation.

Eligibility For Participation Notes
In order to be eligible, all applicants (beneficiaries and affiliated entities) must cumulatively:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs))
- non-EU countries:
- listed EEA countries and countries associated to the EDF Programme (‘EDF associated countries’; list of participating countries)
- have their executive management structure established in eligible countries
- not be subject to control by a non-associated third country or non-associated third-country entity (unless they can provide guarantees – see Annex 2 approved by the Member State or EDF associated country where they are established)
- be EITHER small and medium-sized enterprises (SMEs) within the meaning of EU Recommendation 2003/361 OR research organisations (i.e. non-profit organisations which carry out research and/or technological development as their main objective)
- the coordinator must be an SME
