Multimodal passenger hubs – studies

Summary

The general objective is to modernise transport infrastructure on the Core and Comprehensive Networks of the TEN-T.

Detailed Call Description

The studies to be supported shall relate to projects that:

  • are located in an urban node of the Core Network in line with Annex II part 1 of Regulation (EU) No 1315/2013;
  • are part, with a specific indication of the location of the project, of a Sustainable Urban Mobility Plan established in accordance with the 2019 Guidelines for Developing and Implementing a Sustainable Urban Mobility Plan (https://www.eltis.org/sites/default/files/sump-guidelines-2019_mediumres.pdf) or of an equivalent plan.
  • improve accessibility for all users, especially for passengers with reduced mobility;
  • allow for the connection with available long-distance transport modes (land connections to/between railway stations and/or airports and/or ports); note that rail connections are covered under the CEF 2 transport calls for projects on the Core and Comprehensive Networks (General and Cohesion envelopes) (call ID’s: CEF-T-2022-COREGEN, CEF-T-2022-CORECOEN, CEF-T-2022-COMPGEN and CEF-T-2022-COMPCOEN); connections with other type of public transport infrastructure will only be supported where rail connections do not exist and are not planned;
  • may include safe connection with cycle infrastructure, allow safe connections with shared mobility solutions as part of a wider project which complies with all the relevant Call’s criteria;
  • may address infrastructure for access to public transport and transfers between transport modes within an existent or future planned multimodal passenger hub, including cycle and car sharing parking facilities as part of a wider project which complies with all the relevant Call’s criteria.

The studies to be supported shall not relate to the construction or modernisation of buildings or to mobile equipment and vehicles.

Financing percentage by EU or other bodies / Level of Subsidy or Loan

  • maximum 50% for the costs of studies as project funding rate for studies projects and applicable in D2 cost category under mixed Projects,
  • maximum 30% for the costs of works for proposals related to ‘multimodal passenger hubs’,
  • maximum 50% for the costs of works for proposals related to ‘Motorways of the Sea’
  • maximum 70% for the costs of works in outermost regions.

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be established in one of the eligible countries, i.e.:
    • EU Member States (including overseas countries and territories (OCTs)
    • third countries associated to the CEF
