Digital Europe Programme

Programme Description

Digital Europe Programme is the first EU programme that aims to accelerate the recovery and drive the digital transformation of Europe.

Worth €7.6 billion (in current prices), the Programme is a part of the next long-term EU budget, (the Multiannual Financial Framework), and it covers 2021 to 2027. It will provide funding for projects in five crucial areas: supercomputing, artificial intelligence, cybersecurity, advanced digital skills, and ensuring the wide use of digital technologies across the economy and society.

The Programme is fine-tuned to fill the gap between the research of digital technologies and their deployment, and to bring the results of research to the market – for the benefit of Europe’s citizens and businesses, and in particular SMEs. Investments under the Digital Europe programme supports the Union’s twin objectives of a green transition and digital transformation and strengthens the Union’s resilience and strategic autonomy.

Governance of the Living-in.eu community

Summary

The aim is to support the governance of the Living-in.eu community by coordinating the broad range of activities and stakeholders with various expertise (legal, financial, technical, education and capacity building, impact measuring).

Detailed Call Description

The project should define the processes of interaction and decision-making among the actors involved in the Living-in.eu community. The activities should comprise:

  • Co-creation of the processes, actors, roles, rights, associated timeframes of the various sub-groups and to ensure the development and scaling up of digital smart and green solutions by the community;
  • Running the coordination of all activities, including, but not limited to, community building and management, on boarding of new members, communication and exploitation of results, in the context of the Living-in.eu movement for the benefit of all the parties;
  • Monitoring and supporting the relevant actions undertaken by the community that contribute to the establishment of interoperable digital platforms in cities and communities and measuring their impact to achieve their smart and sustainability goals.;
  • Organise the supply side around a joint vision compatible with Living-in.EU principles for the provision of Local Digital Twins solutions in Europe.

The action is encouraged to cooperate and promote synergies with the data space for smart communities, EDGES, the AI TEF for smart communities, the New European Bauhaus initiative, those Horizon Europe missions that work with communities and cities as key implementing partners (e.g. Mission on Climate Neutral and Smart Cities and Mission on Adaptation to Climate Change), the Zero Pollution Stakeholder Platform, and other relevant EU initiatives.

Targeted stakeholders

  • Collective and representative groups of mayors and cities, at European, regional and national level;
  • Public and private organisations active in the area of the digital transformation of cities and communities with relevant expertise;
  • Research and development organisations active in the area of technology solutions addressing societal challenges and their adoption in cities and communities;
  • Civil Society Organisations with experience in citizen engagement and upskilling, in particular in areas relating to digital and environmental transformation

Eligibility For Participation Notes

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies)
  • be established in one of the eligible countries, i.e.:
    • EU Member States (including overseas countries and territories (OCTs)
    • non-EU countries:
    • listed EEA countries and countries associated to the Digital Europe Programme (associated countries) or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature.
