Call for proposals on the prevention of child sexual abuse, assistance to victims of child sexual abuse and tools to detect child sexual abuse online

Summary

The objective of the call is to support the EU actors in embarking on the actions implementing priorities identified under the EU strategy for a more effective fight against child sexual abuse.
Project applications must address one of the following priorities in the areas of the fight against child sexual abuse and exploitation:

  • Improving the prevention of child sexual abuse and assistance to victims. This includes actions contributing to the implementation of EU law, taking into account in particular the available assessments.
  • Developing the capacity of law enforcement and judicial authorities to effectively fight child sexual abuse. This includes, for instance, initiatives to improve the detection and reporting of child sexual abuse online. 

Detailed Call Description

For each priority, projects must aim at achieving one or more of the following outcomes:
Priority 1 – Improving the prevention of child sexual abuse and assistance to victims.

  • Developing, implementing, and evaluating the effectiveness of prevention initiatives to reduce the incidence of child sexual abuse online and offline, and in particular on programmes for offenders and people who fear that they might offend.
  • Developing, implementing, and evaluating the effectiveness of initiatives aiming to ensure that victims of child sexual abuse receive appropriate and holistic support.
  • Within the further operational context of the proposal, developing research identifying gaps and needs in prevention and victim support. However, the proposal cannot exclusively focus on research, and it must clearly show the link between the proposed research activities and their application in practice.

Priority 2 – Developing the capacity of law enforcement and judicial authorities to effectively fight child sexual abuse.

  • Enhancing the capacity of law enforcement and/or judicial authorities to investigate and prosecute child sexual abuse and exploitation, for example through the development, testing and deployment of investigative and forensic tools, for instance to detect child sexual abuse material in a vast number of seized photos or videos, to locate victims or offenders, or to conduct investigations in the darknet or in peer to peer networks.
  • Developing technical tools for the purpose of enabling relevant online service providers to prevent (e.g. safety by design) or proactively detect and report child sexual abuse (known and new child sexual abuse material and grooming) in their encrypted electronic communications services. Call Total Budget

€16,000,000. Project budgets (maximum grant amount) must range between € 500,000 and € 4 000,000.

Eligibility For Participation Notes

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies)
  • be established in one of the eligible countries, i.e.:
    • EU Member States (including overseas countries and territories (OCTs)), excluding Denmark
    • non-EU countries: without any limitation as long as relevant for the call for proposals in view of their advanced competences.

Proposals must be submitted by a consortium of at least 3 applicants (beneficiaries; not affiliated entities), from 3 different eligible countries. The following entities can NOT apply as coordinator:

  • profit making entities established in an EU Member State;
  • entities (including international organisations) established in non-EU countries.
