European Spatial Planning Monitoring Network ESPON 2020

Summary

The aim of the ESPON 2020 Cooperation Program is to support and strengthen the EU Cohesion Policy and other sectoral policies and programs falling under the European Structural and Investment Funds (ESIF), as well as national and regional development policies, through production, dissemination and promotion “spatial knowledge” in the form of information and documentation, covering the entire territory of the 28 EU Member States and their four partners, Switzerland, Iceland, Liechtenstein and Norway.

Programme Description

The implementation of ESPON 2020 is governed by two Priority Axes, through which the strategy, mission and objectives of the Program are fulfilled. The First Axis covers the areas of spatial documentation, knowledge transfer, information observatory, technical tools and awareness, while the Second Axis concerns the Program’s Technical Assistance. The structure of the Program based on these two Priority Axis is interconnected with the determination, as a single beneficiary, of the European Group for Territorial Cooperation (EGTC) “ESPON EGTC” for the implementation of the First Priority Axis, which covers the thematic objective of the regulation on European territorial cooperation, in relation to the Investment Priority “Improving the institutional capacity of public authorities and interested circles and contributing to the efficiency of public administration”. The five specific objectives that will guide the implementation of the ESPON 2020 Program are:
  1. Producing spatial documentation studies through applied research and analysis
  2. Enhanced knowledge transfer and technical support for developers
  3. Systematic monitoring of development trends and provision of spatial analysis tools
  4. Wider visibility and utilization of spatial documentation results
  5. Development of flexible, effective and efficient processes for the implementation of spatial development programs
Key recipients of the spatial documentation produced, disseminated and promoted by ESPON 2020 include:
  • At European level, decision-making centers in the field of Cohesion Policy, as well as in relevant sectoral and thematic policies and programmes, especially where the spatial dimension is not currently sufficiently taken into account.
  • At Member State level, decision-making centers and technocratic circles responsible for the elaboration and implementation of projects in relation to territorial cohesion, European territorial cooperation programmes, macro-regional strategies and Cohesion Policy, as well as related policy fields.
  • Authorities that implement programs financed by the European Structural and Investment Funds (ESIF) and prepare relevant periodic reports.
  • At regional and local level, decision-making centers that have responsibilities for regional and spatial planning, programming and development and/or participate in cross-border, transnational and macro-regional cooperation activities.
Additionally, as providers of ESPON 2020’s research capability and scientific excellence, academics, scientists and researchers have an important role to play in relation to the deliverables of the Programme. Therefore, actions and corresponding activities of ESPON 2020 will indirectly benefit the European scientific community in the field of spatial research.

Total Budget

€ The total eligible budget of ESPON 2020 amounts to €48,678,851, of which €41,377,019 is the EU contribution. The rest is covered by contributions from participating states.

Financing percentage by EU or other bodies / Level of Subsidy or Loan

For each project of the Programme, the European Group for Territorial Cooperation (EGTC) "ESPON EGTC" will procure the services of eligible providers based on service contracts through the announcement of public tenders (full funding of project activities).
