THALIA: Foundations of Change, Prosperity, Equality and Development
Programme “THALIA 2021-2027” constitutes a multi-annual, multi-fund development Programme that was drawn up in accordance to the Article 22 of the Regulation (EU) 2021/1060 (Common Provisions Regulation – CPR), outlining the development strategy for the utilisation of the resources allocated to Cyprus through the Cohesion Policy Funds, for the period 2021-2027.
The total budget of the Programme amounts to €1.81 billion, of which €968 million comes from the EU Cohesion Policy Funds, while the remaining €842 million is the national contribution.

The VISION ERC Programme aims to promote scientific excellence, which constitutes a fundamental basis for the sustainable development of the RTDI System, through the funding of pioneering research projects in cutting-edge areas. The Program must contribute to creating growth prospects for the local economy and addressing contemporary social and other challenges.
Submission Deadline: Open Call until 17 December 2025 13:00 or the exhaustion of the available budget.
Detailed Call Description
Funded projects should relate to research activities that will form the basis of the coordinator’s proposal to the European Research Council (ERC).
Proposals can be submitted via one of the following two PATHS:
- PATH 1: Project coordinators must be researchers who have received funding under the MSCA Postdoctoral Fellowships Programme, interested in submitting an ERC proposal and fulfil the criteria for participation in the ERC Programme. The proposal should be submitted to RIF at least 6 months before the completion of the EU MSCA project.
- PATH 2: Project coordinators must be researchers interested in submitting an ERC proposal and fulfil the criteria for participation in the ERC Programme.
Proposals should include a specific reference to the ERC Call to which the Coordinator intends to submit a proposal. It is noted that the submission of the ERC proposal should take place during the project.

SPECIFIC RESTRICTIONS AND CONDITIONS FOR PARTICIPATION:
The Host Organisation (HO) must be a Research Organisation (A.1, A.2) or Enterprise (B.1., B.2) or Other Organisations (C1., C.2).
The participation of Partner Organisations is not allowed.
Participation of Large Enterprises (including organisations in category C1 that are categorised as large enterprises for funding purposes) is not permitted.
