Programme Description

Digital Europe Programme is the first EU programme that aims to accelerate the recovery and drive the digital transformation of Europe.

Worth €7.6 billion (in current prices), the Programme is a part of the next long-term EU budget, (the Multiannual Financial Framework), and it covers 2021 to 2027. It will provide funding for projects in five crucial areas: supercomputing, artificial intelligence, cybersecurity, advanced digital skills, and ensuring the wide use of digital technologies across the economy and society.

The Programme is fine-tuned to fill the gap between the research of digital technologies and their deployment, and to bring the results of research to the market – for the benefit of Europe’s citizens and businesses, and in particular SMEs. Investments under the Digital Europe programme supports the Union’s twin objectives of a green transition and digital transformation and strengthens the Union’s resilience and strategic autonomy.

Support to the development and certification of EU Digital Identity Wallets

Summary

The call focus on Supporting the development and certification of EU Digital Identity Wallets that includes support to the development, conformance testing of wallets and to the preparation of national certification schemes.

Detailed Call Description

This topic focuses on supporting the issuance and certification of EU Digital Identity Wallets by Member States before the end of 2026 through a dual approach.

  • Firstly, the topic will fund the development of modular EU Digital Identity Wallet solutions and the provision of support services through the joint cooperation of member states.
  • Secondly, the topic will support the development of modular national certification schemes or parts thereof by providing support for Member States to cooperate in their development and application. This will allow Member States to team up and join efforts to certify wallet solutions in cooperation between public authorities and private bodies including wallet developers, national accreditation bodies and conformity assessment bodies.
  • Thirdly, the topic will support the cooperation between public and private authorities to successfully conclude the certification process of European Digital Identity Wallets. This should include cooperation on the accreditation of conformity assessment bodies. All projects will be required to ensure alignment with the amended Regulation and its implementing acts.

The action aims to:

  • Facilitate effective implementation of the European Digital Identity Regulation.
  • Provision by Member States of a harmonized EU Digital Identity Wallet by the end of 2026, delivering on their legal obligation under the European Digital Identity Regulation and on the Digital Decade Target.
  • Rapid adoption of the EU Digital Identity Wallet by citizens, public institutions and businesses.
  • Showcase the EU Digital Identity Wallet as a global benchmark and provide funding for countries associated to the Digital Europe Programme to implement Wallets based on the EU Digital Identity Wallet technical specifications. This funding will support international acceptance of the EU Digital Identity Wallet, particularly in areas such as travel.
