The main objective of Preparatory Actions is to prepare future EU actions in various priority policy fields.
The general objective of this preparatory action is to increase the reach and impact of professional content produced by independent fact-checking organisations in the EU which helps citizens to critically assess the veracity of information they encounter online and offline, better understand the phenomenon of disinformation and the strategies behind it and develop media literacy skills to effectively identify and resist disinformation. The projects should focus in particular on reaching audiences and territories targeted by and exposed to disinformation, with a specific emphasis on pro-Kremlin disinformation and propaganda in order to increase societal resilience.
To achieve this general objective, three specific objectives need to be attained by each funded project:
First objective – Designing, testing and implementing innovative approaches to disseminate content produced by fact-checking organisations to broader audiences
The awarded projects will design, test and implement innovative approaches to disseminate content produced by fact-checking organisations to broader audiences. Such approaches should fulfil three main criteria:
Second objective – Disseminating content to a broader audience through different means, media and platforms, including by establishing partnerships and collaborations with a diverse range of stakeholders to amplify the reach and impact of content produced by fact-checking organisations.
The awarded projects will develop and implement a clear strategy to disseminate content developed under the first objective to broader audiences. The goal is to ensure that fact-checking content produced by the project is widely disseminated and accessible to a broad range of citizens, using various channels and platforms. For this purpose, the awarded projects shall establish partnerships and collaborations with a diverse range of stakeholders. The proposal should demonstrate that such stakeholders have relevant experience in content creation and dissemination, have a proven track record of reaching and engaging with wider audiences, possess a significant online or offline presence, thereby ensuring that the content produced by the project reaches and resonates with a broad range of citizens.
Third objective – Identifying, documenting and sharing best practices and lessons learned.
The awarded projects will also implement activities focusing on identifying, documenting and sharing best practices and lessons learned from the implementation of the first two objectives, notably related to the production and dissemination of content produced by fact-checking organisations. The goal of the objective will thus be to identify the most effective and efficient methods and approaches. Such activities should facilitate the sharing of knowledge and expertise among a broad network of fact-checking organisations from diverse backgrounds, and result in clear and helpful materials that facilitate the reach and impact of the project results.
The following types of activities are eligible under this call for proposals: content creation, podcast production, video production, audio production, graphic design, image creation, social media campaigns, influencer partnerships, media outreach; exploration and development of new formats for fact-checking content, including large language models (LLMs), artificial intelligence (AI) tools, and other innovative technologies, actions focusing on the creation and improvement of networks, exchanges of good practices, workshops, seminars, conferences, trainings, knowledge sharing events, networking activities, stakeholder engagement, development of knowledge, materials and resources, educational programs and capacity building activities.
The successful consortia should cooperate with EDMO to ensure that the activities financed under this action are disseminated through the EDMO network. Complementarity with the work of EDMO and its national and regional hubs is essential. No action undertaken by EDMO shall be duplicated through actions financed by this call. Complementing existing efforts of EDMO is possible, under the condition that the added value and efficient use of resources is demonstrated.

Project budgets (maximum requested grant amounts) are expected to range between €300.000 and €500.000 per project, but this does not preclude the submission/selection of proposals requesting lower amounts.
The Commission expects to fund 3 to 5 projects, but this does not preclude the submission/selection of a proposal requesting a lower amounts.
The grant will be a budget-based mixed actual cost grant (actual costs, with unit cost and flat-rate elements). This means that it will reimburse ONLY certain types of costs (eligible costs) and costs that were actually incurred for your project (NOT the budgeted costs).
In order to be eligible, the applicants (beneficiaries and affiliated entities) must be legal entities (public or private bodies) established in EU Member States (including overseas countries and territories (OCTs).

Consortium composition
Proposals must be submitted by a consortium of at least 3 applicants which complies with the following conditions:
Affiliated entities to a beneficiary, if any, do not sign the grant and therefore do not become beneficiaries themselves) do not count for the minimum number of applicants.
Associated partners, if any, are considered third parties. They do not sign the grant and therefore do not become beneficiaries themselves, are not applicants, not part of the consortium and hence do not count for the minimum number of applicants.
