The third Policy Axis aims to improve the competitiveness and resilience of the Cypriot economy. In addition to the other axes, it includes measures that contribute to the promotion of a new model of development and international competitiveness of the Cypriot economy, based on the results of the relevant study of the Cyprus Economy and Competitiveness Council.
Includes investments and reforms to expand the productive base by strengthening the primary and secondary sectors of the economy, improving competitiveness and the business environment, mainly by supporting small and medium-sized enterprises (SMEs), diversifying and strengthening the tourism product, modernizing public administration and local authorities, reform and improve the efficiency of the judiciary, fight corruption and enhance transparency, enhance research and innovation, and the resilience of the financial sector and the financial situation.
The “Open Access Research Infrastructures” Programme aims to the creation of research infrastructure that will be used for the implementation of research activities by the Host Organisation and other entities in the research and innovation ecosystem. The aim of the Call is to acquire equipment for research, experiments, and testing, with a view to strengthening research capabilities and promoting innovation. The Host Organisation will provide access to the equipment acquired under the Project in a transparent and non-discriminatory manner to other entities in the ecosystem.
The proposed research infrastructure should provide transparent and non-discriminatory access to other entities in the ecosystem, in accordance with state aid regulations and the RESTART 2016-2020 Programme Announcement (chapter 2.5). In this context, letters of interest from at least two additional entities that will not participate in the research project must be included with the proposal. It is understood that the Host Organisation will respect and comply with all applicable laws, policies, and/or regulations relating to open access to publicly funded research infrastructures. The definition of “research infrastructure” is: the facilities, resources, and related services used by the scientific community to conduct research in the respective fields. This definition covers scientific equipment or sets of instruments, knowledge resources such as collections, archives, and structured scientific information, information and communication technology-based infrastructures such as GRID networks, IT equipment, software, and communication tools, as well as any other means necessary for conducting research.
The need to acquire the proposed equipment should be adequately documented, including an analysis of the requirements and benefits resulting from its acquisition. In addition, the potential for widespread and efficient use of the equipment by the research and business community should be demonstrated. The Final Progress Report should be accompanied by a deliverable concerning the final Open Access Plan, which should include the pricing policy and the use of the infrastructure by other users.
At the same time, mechanisms should be provided for the sustainable operation of the infrastructure and the provision of high value-added services to users.
As the Programme falls under Pillar I “Smart Growth,” projects must be applicable to one of the Priority Areas of the Smart Specialisation Strategy 2023-2030.
