Programme “THALIA 2021-2027” constitutes a multi-annual, multi-fund development Programme that was drawn up in accordance to the Article 22 of the Regulation (EU) 2021/1060 (Common Provisions Regulation – CPR), outlining the development strategy for the utilisation of the resources allocated to Cyprus through the Cohesion Policy Funds, for the period 2021-2027.

The total budget of the Programme amounts to €1.81 billion, of which €968 million comes from the EU Cohesion Policy Funds, while the remaining €842 million is the national contribution.

Summary

This Call for Proposals concerns the participation of entities from Cyprus in the 3rd Call for 2024 of the European Partnership “Accelerating farming systems transition” (AGROECOLOGY) with the theme “Integrating environmental, economic and social perspectives in assessing the performance of agroecology. Value-chain and policy implications”.

Detailed Call Description

The “European Partnerships” Programme aims to encourage Cypriot entities to participate in international cooperation networks for the development of research and innovation projects in important priority areas for the country, which are implemented within the framework of the Joint Programmes of the European Partnerships of the EU Framework Programme “Horizon Europe” in which Cyprus participates. At the same time, it promotes extroversion, cooperation and networking of research organisations and enterprises of Cyprus with entities from other countries through their participation in the projects.

Participation in the AGROECOLOGY European Partnership aims to encourage enterprises and other entities from Cyprus to participate in international research and development projects concerning the transition of agricultural systems towards agroecology. In addition, it aims at networking and cooperation of Cypriot entities with entities abroad, through their participation in international research and development projects.

European Partnerships are initiatives in which the EU, national authorities and/or the private sector jointly commit to supporting the development and implementation of a programme of research and innovation activities. The partnerships will:

  • address the complex challenges outlined in Horizon Europe, such as accelerating the transition towards a climate-neutral and circular society and economy;
  • support the achievement of EU priorities such as the European Green Deal, “A Europe fit for the digital age”, “An economy that works for people” and “A stronger Europe in the world”;
  • build on impact by developing a wide range of R&I activities, from concept to demonstration and validation, and to activities supporting market, regulatory and societal uptake;
    and
  • contribute to a stronger European Research Area (ERA) by avoiding duplication of efforts, creating critical scale investments and enhancing synergies between programmes.

This Call covers the following Topics:
▪Topic 1: Enhancing the genetic diversity and variability of crops and livestock for the agroecological transition.
▪Topic 2: Strengthening farmers’ involvement and empowerment in the transition towards agroecology

Eligibility For Participation Notes

BENEFICIARIES
Research Organizations, Enterprises and Other Bodies of the Private and Public Sector.

The restrictions and conditions of participation for the international Cooperation Network are set out in the relevant 3rd Call for Proposals of the AGROECOLOGY Partnership.

The Contracting Entity (of the Cyprus Network) may be a Research Organization, an Enterprise or another Entity.

The right to participate as Collaborating Entities (of the Cyprus Network) is open to Research Organizations, Enterprises and other Entities.

The number of entities that make up the Cyprus Network in a Proposal may range from one to three (1-3).

The participation of Large Enterprises (including private universities) is permitted provided that at least one Small and Medium-sized Enterprise (SME) participates in the Cyprus Cooperation Network, in accordance with Regulation (EU) 2021/1058 of the European Parliament and of the Council on the ERDF and the Cohesion Fund.

It is noted that entities from foreign countries are funded by the respective funding agencies of their country.
