Horizon Europe is the European Union (EU) funding programme for the period 2021 – 2027, which targets the sectors of research and innovation. The programme’s budget is around € 95.5 billion, of which € 5.4 billion is from NextGenerationEU to stimulate recovery and strengthen the EU’s resilience in the future, and € 4.5 billion is additional aid.
The aim is to provide support for a small group of two to four Principal Investigators to jointly address ambitious research problems that could not be addressed by the individual Principal Investigators and their teams working alone.
Synergy projects should enable substantial advances at the frontiers of knowledge, stemming, for example, from the cross-fertilization of scientific fields, from new productive lines of enquiry, or new methods and techniques, including unconventional approaches and investigations at the interface between established disciplines.
The transformative research funded by Synergy Grants should have the potential of becoming a benchmark on a global scale.
The maximum grant size for the main frontier research grants ranges from €1.500.000 to €10.000.000 and varies by grant type; applicants can also request additional funding if needed.
The maximum amount of the grant is reduced pro rata temporis for proposals of shorter duration. Additional funding is not subject to pro rata temporis reduction for projects of shorter duration.
Grants are awarded for a duration of up to five years or sixty months (six years or seventytwo months for Synergy Grants).
Grants falling under the actual-cost funding model shall have their eligible costs reimbursed at a rate of 100% for direct costs plus a flat rate of 25% for indirect costs . The grant amount awarded represents the maximum amount of funding available for carrying out the project.
The amount to be paid out at the end of the project must be justified based on the costs actually incurred during the implementation of the project and may be lower than the EU contribution requested.
Additional funding up can be requested to cover further eligible costs (e.g. start-up costs, major equipment, access to large facilities, major experimental and field work costs) when these are necessary to carry out the proposed work.
The requests for additional funding must be duly justified in the proposal.
Both the grant amount requested, as well as any additional funding are assessed during evaluation.
Any type of legal entity, public or private, including a university, a research organisation, or an undertaking can host a Principal Investigator and their team.
Legal entities outside the European Union or Associated Countries are eligible for funding in the following cases:
