The challenge of the Department of Public Passenger Transport of the Ministry of Transport, Communications and Works (MTCW), within the framework of the “AI in Gov’t” Program, concerns the smart optimization of the Public Transport Network.
The need to upgrade the public transport system is critical for sustainable mobility, reducing traffic congestion, lowering emissions and enhancing social cohesion. Despite significant improvements in recent years, the system still faces limitations regarding efficiency and reliability for citizens.
This challenge is fully aligned with the strategies outlined in the “Strategic Framework” section below, the promotion of which is a priority for the Republic of Cyprus and, by extension, the MTCW. These strategies reflect the intention for further development of Bus Public Transport Services and the promotion of their use by all citizens.
The Public Transport Network in Cyprus faces multiple challenges related to both population coverage (spatial coverage) by the Public Transport Service and the adequacy of service times (operating/service hours, route frequency, etc.) that meet the actual demand/needs for movement, thus achieving the operational efficiency of the entire Service.
Currently, route planning is based on static data and periodic demand analyses, which often do not accurately reflect real travel needs (Origin–Destination). This results in:
At this stage, there is no capability for dynamic analysis of travel demand from searches made by citizens on the internet (navigation map platforms) or other “crowdsource” sources for travel from one point to another within Cyprus, by any means, with the aim of formulating proposals for Public Transport Service routes and schedules that best meet these needs, utilizing data referred to in the “Data and Availability Frequency” section of this Call.
Entities will be asked to describe and document the feasibility of their approach regarding the implementation of the above developments to address these challenges. They may rely on existing routing applications used by the public, tools, their own or third-party data backgrounds, for which they are assumed to have legal access.

Enterprises, Research Organisations and Other Private and Public Organisations
The Host Organisation must be an Enterprise (Small, Medium or Large).
Research organizations, enterprises, and other public and private sector Organizations can participate as Partners. It should be noted that Ministries, Deputy Ministries and their Departments are not eligible to participate.
Partner Organisations may only participate in Industrial Research and Experimental Development Activities.
